Remove Unique Constraint Store and just rely on Predator tolerance spec

Currently, there are 2 ways of figuring unique constraints:

1. Through predator tolerance spec
2. Through a unique constraint store in csv

Let's analyse if unique constraint store in csv is still needed or can be refactored.
