[Azure] Add network security group rules to allow traffic for WINRM ports

For being able to use ansible to configure a provisioned windows machine it is necessary to have communication via winrm, which is not currently part of the network security groups created by mapt

I think we should make this configurable using a flag to the mapt azure windows create command instead of having it enabled by default for all provisioned windows machines

🤔 I am fine with it, we can enable a standard way to pass set of comma separated ports to be set on sg. So then it is user responsibility to open them based on the underlying app / system running.

That being said..for ansible I was expecting to use ssh https://docs.ansible.com/projects/ansible/latest/os_guide/windows_ssh.html#windows-ssh

it seems it SSH is fully supported with Ansible targetting windows hosts, i'll use that instead for now :)
