Where do i configure?

I went to File > Config and inserted ".alg": defaultEncoding: "iso88591" and the file still opens with utf-8 encoding ._.

Heres what i tried so far:
Config 1!
"default-encoding":
alg:
defaultEncoding: "iso88591"

"default-encoding":
alg:
defaultEncoding: "ISO 8859-1"

Also tried with a 'dot' in front of alg.
Nothing worked :(
Still opens as UTF 8 and i have to change manually everytime to iso 8859-1 so i dont have those '?' characters with unknown chars;

I would appreciate some help
