Create process and allocate funds for swag distribution #264
Description
It's great that we have a way to direct people to swag (e.g. sticker) resources but supporting communities with some starter swag comes up quite often regardless (related: #4).
It would be great if we could figure out a process for evaluating, processing and fulfilling these requests from a centrally allocated, small yearly budget. An initial budget of $5.000 USD would be enough for supporting 15-20 communities with a collection of 3-500 stickers, that would allow us to fine-tune this process and and gauge the expected demand of such an offering.
