MTN: improve risk control tests (#761): restructure files organisation, add fixtures and dummies

* move tests to folder

* split risk control tests into binary_classif and precision_recall

* dummy BCC fixture, and dummy predict function

* add dummy constants

* reorganize: dummies and constants on top
