Change test dataset for CUR selection due to failures on macOS

There are some HTTP errors with code 403 on macOS when trying to fetch the Californa housing dataset. I disabled the macOS runner for now because I couldn't reproduce the error locally. A discussion on the sklearn issue page suggest that this might be network issue.

I think we should change the dataset maybe also to the diabetes which we use in the FPS tests?
