add pre-eip155 test into evm circuit

it is noticed that evm circuit lacks pre-eip155 tx type test , need to add it. tx circuit has pre-eip155 unit test in https://github.com/scroll-tech/zkevm-circuits/blob/develop/zkevm-circuits/src/tx_circuit/test.rs#L40 for reference.

there three problems to resolve for this testing:

1. determine it is pre-eip155 type tx, currently MockTransaction::transaction_type == 0 can only indicates it is legacy tx type, can normally be eip155 tx type or pre-eip155 type .
2. geth-utils/l2geth/trace.go adds pre-eip155 support like in PR add pre-eip155 evm circuit test #1412
3. ethers-rs api sign_transaction_sync only support normal eip155 tx type, need to change somehow.
