Move projects custom code to Sphinx extensions

Consider moving projects custom code to separate extensions instead of keeping it in the `conf.py`.

This would make easier to maintain the code as it would be separated in different files.

Affected projects:

- java-driver (doxygen & replace links)
- scylla-cloud (autogenerate openapi)
- rust-driver (replace file names)
