cargo build not work

hello there, i've came here for a small bug and i'm not quite sure what's wrong with codes and when i just search it and i did what it says to me, i'm still gets the same message!
so please anyone can tell me what version should i use?
i use 1.89 and still same problem

I had to comment out a line in .cargo/config.toml like so:

[build]
#rustflags = ["-C", "target-cpu=haswell"]
