[Feature] Provide an utility to move a specific node install to the wanted directory

• Do not modify the install feature but provide an utility to move an install
• Allow passing a base_dir option to the utilities that verify that an an installation is present

The goal is to allow this without changing the current API for existing consumers.

Since this project is still in alpha and the doc specifies the version should be pinned, feel free to change the current API if you think there's a better one (for this feature or anything else).

Better do major changes now than in the future 😉
