Backup does not respect "backup using cellular" toggle #14334

Bug description
Today I turned on the new backup feature on version 7.56.9
My backup continued to upload after I left wifi range for many minutes, even though the toggle for using cellular was off. The backup upload did not pause until I was connected to a new wifi network (as expected).
I am on a Pixel 6a, latest Android version
