Video stories longer than 30 seconds don't get divided into chunks automatically

Bug description

Since a few months ago, or longer, I've noticed that when uploading videos to Signal stories, that if they're longer than 30 seconds, they no longer get cut and uploaded into chunks.

If you go and move the bar to like, select a part of the video, it solves the issue and then it gets chunked and uploaded.
