Sticker creator uses wrong emoji skin tone

• I have searched searched open and closed issues for duplicates.
• I am using Signal-Desktop as provided by the Signal team, not a 3rd-party package.

Overall summary

The sticker creator uses the wrong skin tone (ignores the setting) and you can't choose one either.

Steps to reproduce

1. Open the sticker creator
2. Add some stickers, click continue
3. Try to add an emoji that has a skin tone, e.g. the waving hand
4. Wrong skin tone is used (your setting is ignored) and you can't choose a different one either.

Expected result

The skin tone setting is respected, and it would be neat if you can override it (as in: choose a skin tone)

Actual result

The wrong skin tone is used and you can't pick one, either
