linux/wayland: notification style "Draw attention to this window" only works in X, not in wayland

• I have searched searched open and closed issues for duplicates.
• I am using Signal-Desktop as provided by the Signal team, not a 3rd-party package.

Overall summary

Until a couple of weeks ago "Draw attention to this window when a notification arrives" resulted in the WM properly being notified. Now this only works in X, but not in wayland.

Steps to reproduce

1. check the "Draw attention to this window when a notification arrives"
2. receive a message
3. in X the WM is correctly highlighting the Signal window, while in wayland it doesn't

Expected result

Attention should be drawn to the Signal window in wayland.

Actual result

Attention is not drawn to the Signal window in wayland.
