Allow setting number format (i.e., 1,234.00 vs 1.234,00)

Number format should be a switch that is set independent of the language setting. 

I'm in Mexico, so I selected “Español” as the language. This caused the number format to change to `1.234,00` style numbers, which has caused some confusion in our group because we use `1,234.00` style numbers here.
