Deploying bare apps returns wrong error message when nothing is uploaded

Describe the bug

When deploying bare apps, if user does not upload any files, the following error message is returned:

Steps to reproduce the behavior:

1. Create a bare app
2. Visit the production environment
3. Click deploy
4. See error

Expected behavior

A correct error message.
