Eventually: Operator level configuration using CRD rather than ConfigMap

Eventually, it would be good to replace the current ConfigMap based configuration with a CRD.

This would require the creation of an additional controller to monitor this new CRD. A bit of work there.

However, since the fundamental design/implementation of SusQL is still under flux, this work item should be placed on the back burner for a while yet.
