Windows installation page does not provide links for previous main snapshot arm64 builds #1225

Describe the bug
On https://www.swift.org/install/windows/ there are no arm64 links for previous main snapshots. The only arm64 download link for main snapshots is the current snapshot. This is problematic because it means for arm64 windows users, if you want to download an older windows main snapshot (like today since any of the recent Windows toolchains since 9-21 are DoA) you have to craft the URL yourself to find the file.
To Reproduce
Steps to reproduce the behavior:
- Go to https://www.swift.org/install/windows/
- Expand previous snapshots (main)
- See single links per toolchain that link to x86_64 toolchains
Expected behavior
Both arm64 and x86_64 links should be present
Actual behavior
Only x86_64 links are present
