COS bucket variation DAs depends on instance variation - how to handle?

Currently the COS bucket variation DAs are all configured in a way where the COS instance variation is a dependant DA. The instance DA is locked to a version meaning it will always be an older version of the DA to the version of the bucket DAs.
Should we consider using a range for this instead of locking to exact instance DA version? Perhaps allow all minor and patch versions?
