Theme: 404 errors from navigation.js and skip-link-focus-fix.js

Description

I noticed after the nsliforyouth.org launch that there were a lot of 404 errors in the Redirection logs and some seem to be from our TS Base theme. @wxactly noticed in particular these two:

• navigation.js
• skip-link-focus-fix.js

Steps to reproduce

1. Go to https://www.nsliforyouth.org/wp/wp-admin/tools.php?page=redirection.php&sub=404s&groupby=url
2. Notice the two paths above in the 404 list
