tracing-subscriber: update nu-ansi-term to prevent duplicate windows-sys deps

nushell/nu-ansi-term#69 widened the allowed dependency range for windows-sys. tracing-subscriber@0.3.20 pulls in an older version of nu-ansi-term that in turn pulls in an even older version of windows-sys. To prevent downstream users from too many clippy::multiple-crate-versions lints and duplicated crates in their build graphs, tracing-subscriber should update to the new nu-ansi-term

since the change was released as a minor semver change, the new version can be pulled in automatically without changes needed here
