Clarify used licenses and their implications #1761
Description
The repository root presents GPLv3; while this license can, theoretically, be applied to any copyrighted work, its effects are in fact unclear.
Does it apply to those who copy content from docs.ton.org, and, therefore, infect their smart contracts or handling code? (If so, the site should prominently display the license.)
Or is GPL applied only to the components, keeping the documentation 'all rights reserved'?
