hashsum: Split sha3sum things to another uutils project

Some sha3sum related cmd (keccaksum, shake512sum,...) are missing and not part of GNU coreutils.
Also they would just increase size of binary for people only use coreutils part.
Removing (or adding) them makes it easy to package uutils as a drop-in.
