[Proposal] New PR status: awaits-reviewer | awaits-author

Correct me if I'm wrong, but I think it could help to have a new PR status:

• awaits-reviewer: the PR is not progressing because a Vite collaborator needs to review the PR.
• awaits-author: the PR is not progressing because the PR author needs to update/comment the PR.

I can see some PRs, like #7658, to basically fall into a "forgotten black hole". (But maybe I'm wrong and it's just because of capacity limit.)

You can assume that the feat: PRs have not been forgotten, but as you say there is a capacity limit. We haven't been able to go through new features in the last meetings, so it may seem that they got stale. We already have these PRs added to a GitHub board, currently private as it is only for internal organization and isn't a good tool as a roadmap or externally. We could check if there is a way to automatically label the PRs that are on the board (or the other way around, add to the board the ones that have been labeled). It would be better to avoid having to label them by hand.

I think most PRs that had gotten stale could be assumed awaiting review, if there are actions from the author we have the needs test and needs rebase labels, otherwise we would put a p2-to-be-discussed label for team discussion.

#7658 is in the team discussion list and usually we'd put p2-to-be-discussed but there's an existing p3-downstream-blocker label. Adding both labels could be confusing 🤔 But I think in the future we can put a comment regarding this instead for transparency.

Reading patak's comment, seems like it boils down to communicate to the PR author that his PR is inside a "processing queue" and not forgotten.

E.g. I don't know the status of one of my PRs so I was afraid it has been forgotten (leading me to create this discussion).

Yeah I think we forgot to put a comment there when we added it to the team discussion. I would feel the same too judging from the activity there. Will keep in mind for next time!
