Should Council chair(s) have the same ability to suspend participants as chairs of other groups?

The question came up during discussion of w3c/process#1006.

My thoughts on this are that:

• Removal from the TAG/AB does not imply removal from in-flight Councils, but
• Yes, the Council chair can suspend participants if they are causing problems to the group or its members.

I commented a blanket "yes" to the question when it first came up, but want to note that although I agree in general that Chairs should have the same abilities regardless of which W3C group they are chairing, I didn't put any thought to which Process rules relating to chairing might need to change to achieve that outcome.

https://www.w3.org/guide/process/suspension covers what Chairs of W3C Groups can do. The process defines what W3C Groups are, and the council is not included. The easiest path to fixing this would be for this guide article, which defines the CEO delegation of discipline, to explicitly include the council.
