Links in 'Review load' section should link to tagbot pages

Links in the 'review load' section currently link to the public GitHub issues.

I think they'd be more useful if they linked to the tagbot pages for those issues. I feel that I would always prefer seeing the tagbot page over the public github issue, because it puts the whole conversation in context (plus there are links back to the public issue from the full tagbot page for any given issue).
