Change control to pan move

There are a way to change a pan move control?
Like hold click mouse for move the pan. Or function like move or not? if scale is 1 can move?

I'm not sure what you mean. Right now you can already hold click mouse to move/pan. Can you explain in more detail?

I was thinking of using different controls to be able to move the image. Today just put the image that enables the move. I wanted it to only move when I hold the mouse click. Why do you avoid moving accidentally.
