Position PagerTabStripView in Scrollview

Is your feature request related to a problem? Please describe.
I would like to be able to show paged data within a navigation view, with content positioned above it.

Describe the solution you'd like
Currently if I try to nest a PagerTabStripView within a ScrollView, the tabbar isn't able to render, nor does the paged content show properly.

You can use List as a workaround
