Support interrupting a waiting migration #217
Description
Migrations wait for others to finish before starting. It should be possible to interrupt such migration.
It might already be working, but the UI is not ideal. The migration needs to stop waiting before handling the interruption.
The state of such migration should be clear (and probably distinct from a migration interrupted mid-way)
