Reading tables not owned by project might be impossible

It seems that following line assumes project_id on which we can created can be only by taking segment of source table that should be read.

How to reproduce.

Try to read any of the tables that project doesn't own, and has not rights to bigquery.readsessions.create eg. bigquery-public-data.london_bicycles.cycle_stations

Suggested fix

Similarly to Query API we should allow project_id to be passed to iterator (Screenshot from Query API not Storage API)
