Feature request: add command for `applyConfig`

Currently, running surfer build will execute the applyConfig function to apply the compilation configuration. It is hoped that applyConfig can be extracted as a separate command, which would increase the flexibility of custom packaging work for Linux distributions (such as Arch Linux)
