Add TSG documentation for Infrastructure IP Pool Readiness validation

Description

This PR adds comprehensive TSG documentation for the Test-NwkValidator_InfraIpPoolReadiness Environment Validator check.

Changes

• Created new TSG: Troubleshoot-Network-Test-InfraIpPoolReadiness.md
• Updated README.md with link to the new TSG

Documentation Coverage

The TSG documents all 5 validation checks performed by the Infrastructure IP Pool Readiness validator:

1. IP Pools Subnet and No Duplicates
2. Management IP Range Subnet validation
3. No Active Hosts in IP Range
4. IP Range Size (6-16 IPs required)
5. IP Pool Count (1-2 pools allowed)

Each check includes:

• Example JSON output
• Root cause analysis
• Step-by-step remediation procedures with PowerShell examples

Testing

• Reviewed markdown formatting in VS Code preview
• Verified all links and code examples
• Followed existing TSG template structure
