Purpose
This issue https://linear.app/concordium/issue/COR-1651/fix-reporting-of-plt-state-for-accounts-with-no-prior-balance currently prevents that the validation of the node SDK at a plt transfer woks correctly (https://linear.app/concordium/issue/COR-1650/empty-deny-list-blocking-transfer). As we don't want to push out a new node on devnet before tomorrow, we decided to disable the validation in the node SDK to give this to people on the devnet as short-term fix until we have a new node on devnet.
