Refactor remaining Hestia identifiers to Tulio

Summary

• replace legacy HESTIA environment variables, paths, and constants with Tulio equivalents across CLI scripts, shared shell helpers, and PHP entry points
• update backend data structures and UI templates to emit and consume Tulio-specific keys, session identifiers, and configuration helpers
• refresh phpMyAdmin SSO, web terminal, build tooling, and the apt repository page to use Tulio naming and maintain copy/paste UX

Testing

• npm run lint (fails: existing markdownlint rules complain about long lines in README.md, SECURITY.md, and WARP.md)
