Add a delegate list, used to track the delegates which must be emitted while procsessing functions in `to_csharp_string`. This allows tracking of delegates within other delegates (i.e. callbacks within callbacks). All delegates are now emmitted together in one block and are placed before the function signatures.

I rebased against the latest main, but did not yet perform extensive testing. At first glance it appears to be fine |
