What does this PR do?
Moves LLM Observability span processing to happen on span finish instead of on the core span processor when a trace is finished.
To do this, tests had to be modified to gather up all LLM Observability requests, with a given fact of the number of span events to expect, which should be known by the test implementer. Otherwise, it will fail on a timeout for too few spans events received.
Motivation
Decouple some LLMObs logic from the core span processor.
