This update brings enhanced crash tracking and feature flag evaluation capabilities.

What does this PR do?

Bumps the libdatadog dependency to 24.0: DataDog/libdatadog#1329

Motivation:

To access the FFE FFI that was added in v24.0.0

Tests passed locally
