This PR adds a new travel reimbursement page that explains the travel reimbursement program for HackIllinois 2026.

The page includes:

  • Eligibility requirements and qualification criteria
  • US map showing reimbursement amounts by region
  • International reimbursement information
  • Contact information for questions

- Replace static SVG map with interactive react-simple-maps component
- Color states by reimbursement tier with proper hover effects
- Dim non-hovered states when hovering
- Show state name tooltip at cursor position
- Display reimbursement amount at bottom on hover
