This PR changes "deps/p7zip.mk" because the source has changed from https://github.com/p7zip-project/p7zip to https://downloads.sourceforge.net/project/sevenzip/7-Zip
I tried to translate what the new build script for p7zip_jll.jl does, but I'm not sure if I have done that correctly.
