Charts and Filter adjustments

Added changes for #82

Notes:

• The PDF vertical bar chart still doesn't look good for long x-axis labels, waiting for more input on how best to deal with it
• rotated x-axis labels for all vertical bar charts regardless of if labels are too long
• only rotated x-axis labels for vertical bar charts so far since seems like only they have long labels
• Sometimes the data from the preview doesn't match the data from the overview page? (ie. setting fiscal year to 2025 for overview->family intake over time the data for months like March is slightly different)
• The Active vs Housed Families by Location chart doesn't look that great in the preview in the report builder side panel or PDF

I'm thinking that the best thing across the board might be to only have a single column of charts in reports, that way they can occupy the full width of the page. I think that would help with some of the longer label issues..?
