Adds a Qt6 section to the Fedora section in
HACKING.md. The packages come fromscripts/compile-test/BaseFedora42Qt6.This PR does not add the missing packages to the qt5 section as I ended up using the qt6 packages to build locally, and I'm not confident in what is actually needed to get it to compile properly with qt5 packages.
