Adds a basic info page for cl_khr_unified_svm to the main OpenCL specification and adds the extension enums and APIs to the XML file.
The main extension development will stil occur in #1282, but this will help with layered extension development and enable inclusion of the cl_khr_unified_svm APIs in the generated headers.
