Various corrections, additions and subtractions to the /tools page
Updated docs/en/tools.md with improved formatting, section headers, and clearer organization. Added a last updated date, contact information for contributions, and standardized the presentation of resources, libraries, apps, and data formats. Minor corrections and consistency improvements throughout the document.
