changes for NorESM nocomp simulation efforts

Description:

This cherry picks changes from the noresm team's work that prepared fates for their nocomp calibration efforts. This can be divided into 3 groups:

1. a normalization change to the hydraulic mortality calculation
2. added seed bank initialization for cold-starts from the the parameter file
3. updated logic to the cold-start initialization density (their original method split the initd parameter into a initd_fullfates and an initd_nocomp, but this has been reverted to just use the single original parameter)

Expectation of Answer Changes:

Yes, any run that used hydraulic failure mortality should experience different results. SP will not have different results.
