Support exclude module for exporting mcore models

Overview: Currently mcore export hardcode the exlucde module and does not support disabling quantization for layers.

this is a bit hacky though and we have to maintain the list. @ChenhanYu WDYT?

I spoke with Chenhan and he suggested we detect layers to exclude in the MCore model as each layer is being exported. I have a solution for that in this PR. Can you and @meenchen take a look?
