New tutorial on hydro-flattening DEMs by @dnewcomb and myself.

@dnewcomb this is done, please review as you have time.
I would like to also link your document, but it needs to be somewhere public like zenodo.
I will link the built site once the CI is done so that it's easier to review.

The only change I would make at this time would be in specifically naming the QGIS Point Cloud tools needed on Windows, Build virtual point cloud (VPC) and Export to raster .
Change
the mean ground raster surface needed for the hydroflattening portion of the tutorial can be created on Windows using the QGIS point cloud tools

to

Otherwise , tutorial is good to go.
