Chirag - Fix the event cards to align better and not overlap

This is NOT related to any other PRs.

Main changes explained:

• Fixed the alignment bug
• Updated code to make the screen UX uniform across light and dark modes
• Added linking to the cards and redirection to the appropriate registration screen

How to test:

1. check into current branch
2. do npm install and npm run start:local to run this PR locally
3. Clear site data/cache
4. log as admin user
5. navigate to /communityportal/
6. verify that the cards do not overlap and the contents are clearly readable
7. verify that the screen works the same in both light and dark modes

Note:

The redirection on the cards is currently not working because the registration pages are static.
