Art request improvements

Changes

@lottiecoxon asked for me to review #13500 and ensure that we have guidance on adding art requests to her and @dphawkins1617 project board.

This led to a rabbit hole that includes:

• Updating the art request template so that Daniel and Lottie are always assigned to an issue by default
• Updating the art request template so that issues are automatically added to their project board
• Updating the art request template so that guidance on good briefs is added to the relevant sections
• Adding a section at the top to explain how briefs work
• Updating the handbook with information about the latest info about how briefs work
• Adding Daniel to the handbook page
• Adding a link to the hedgehog library on the handbook page
• Adding a default artwork label to new art requests

Should complement #13505 nicely

@dphawkins1617 I know you've introduced more of a system around how people can find their briefs in Figma by using the issue number, but I don't see that documented anywhere. We should add that to the handbook ASAP.
