Used UTF-8 BOM encoding, which has no effect on update, but can be compatible with more languages (if there are other multilingual ones)

I have added a Chinese README on GitHub. Besides translating the README and pointing the Release links to my repository HSSkyBoy/Win11DebloatCN, no other modifications were made.
Regarding the code, I have changed it to UTF-8 BOM encoding. This does not affect updates but allows for better compatibility with more languages (if there are other multi-language versions).
