Lock Exifread version to 3.1.0

What?

  • Lock the exifread version at 3.1.0 rather than "*"

Why?

  • The latest version of exifread has a new library structure that is not compatible with py-image-metadata-parser. The new version does not have any needed features and to avoid the need for code updates and testing we will just lock the exifread version to a compatible version for now
